I though of this final solution:

To some extend, I must agree that our government has been, in fact very, long sighted in this matter that even our Combined Humanities Geography Subject of GCE ‘O’ levels feature this topic — How Netherlands survive agriculture below with low-land.
Netherlands has developed many technology in irrigation, drainage and floating houses. It is time we start learning from them; perhaps getting a few foreign talent from there to HDB. I just can’t imagine having HDB flats floating around like those in houses in Netherlands. Maybe not so soon, but I guess now our HDB rather ‘flood resistance’; if the first few storeys got flood, we still have most of the storeys safe — considering an average 20 storey flat. See the long sightedness (assuming the earthquake here don’t get too serious)?
